Solution 1: Make the use of QuickBooks Install Diagnostic Tool

Step 1: Download the QuickBooksInstallDiagnosticTool.exe file which will try to fix this problem.
Step 2: Save the file to your desktop.
Step 3: Double-click on the file to run the tool.
Step 4: Choose the first option “I am having problems installing QuickBooks” and tap OK.

Solution 2: Manually fix the problem

Use this solution if the tool did not resolve the QuickBooks error 1303 or if you prefer manual troubleshooting steps.
Step 1: Edit the permissions for the correct folders
Manually modify permissions to Full Control for the SYSTEM and everyone groups for the folder C:\Documents and Settings\All Users.

  1. On your keyboard, click Windows+ R to open the Run
  2. In the Open field, enter the path C:\ProgramData\COMMON FILES\ and press OK. A window opens and shows the folder contents.
  3. In the Folder window, tap Organize then select Properties. In case of Windows 10, Choose Properties on the top ribbon of the folder window.
  4. In the Properties window, visit the Security 
  5. Tap the Advanced 
  6. Click on the Edit 
  7. Scroll down the list of Permission entries and double-click on the SYSTEM 
  8. Select the checkbox for the Full Control row in the Allow column and press OK.
  9. Repeat steps a to h with the Everyone group (if it exists).
  10. Check the checkbox labeled Replace all existing inheritable permissions on all descendants with inheritable permissions from this object.
  11. Click OK in both the Advanced Security Settings window and again in the COMMON FILES Properties window.
  12. Set up QuickBooks Desktop.

Step 2: Disable Simple File Sharing

  1. On your keyboard, click Windows + R to open the Run 
  2. Copy and paste exe shell32.dll,Options_RunDLL 0and press Enter.
  3. On the View tab, scroll to the bottom of the Advanced Settings
  4. Clear the Use simple file sharing (recommended)
  5. Choose OK and proceed QuickBooks Desktop installation.

Now, see if QuickBooks error 1303 is appearing.

Solution 3: Make use of the utility

The utility is created for resetting system groups and settings of group permission to those that are Windows default settings. Follow the steps given below –

  • Go to this link – PermissionsFix.bat.
  • Save on the desktop.
  • Double click file to open it.
  • DOS window will get opened.
  • Type Y to start resetting permissions process for the folders that are affected.
  • Type y in lower case so as to start script. Typing Y will cause the error to return.
  • To exit from the DOS window, you may hit any key on your keyboard.
  • After you have completed all of the above steps, insert CD to start again QB installation.
